As part of this mandate, NORRAG is recruiting a Project Manager (Research) (100%) to support the research project “Innovative Financing for Education (IFE) to Leave No One Behind”.

About the Innovative Financing for Education to Leave No One Behind project
The IFE-2-Leave No One Behind project conducts impact evaluation research to assess the contribution of innovation in education financing to bringing in more and better financing to educate the most disadvantaged and marginalised groups. The research is conducted by three university partners – NORRAG, the Global Education Centre of the Geneva Graduate Institute, the Bertha Centre at the University of Cape Town-Graduate School of Business (UCT-GSB) in Cape Town, and the Centre of Excellence in Teacher Education (CETE) at the Tata Institute of Social Sciences (TISS) in Mumbai, in collaboration with implementation partners. The project focuses on innovative financing initiatives implemented by UBS Optimus Foundation, Volta Capital and Language and Learning Foundation in Ghana, India, Kenya, Sierra Leone, and South Africa. The research design utilizes mixed-methods impact research to assess if and how innovative financing mechanisms, arrangements, and program elements are likely to produce educational benefits for marginalized and vulnerable student populations. The project is co-funded by the TRANSFORM research initiative of the Swiss Agency for Development and Cooperation (SDC) and the research and implementation partners. project.

The Project Manager (Research) will support and manage the IFE-2-Leave No One Behind project. This role involves overall project management, coordinating research activities, ensuring timely and effective completion of research deliverables, managing partnerships, and disseminating findings. The ideal candidate will have a strong background in project management and research process management and a commitment to equity in partnerships and education.

The successful candidate will have solid experience in facilitating workflow processes across multiple institutional research teams and be strongly interested in learning about innovative finance and thinking creatively about data collection and analysis.

The role:

NORRAG is recruiting a Project Manager (Research) who will coordinate and manage the research activity workflow process and partner relationships.

Key responsibilities:
As part of the IFE-2-Leave No One Behind project team, the main responsibilities will be:

Project Management:
  • Support the NORRAG project leadership team with overall project activity management and planning, including but not limited to co-developing work plans, standard operating procedures, internal and external communication guidelines, and drafting project reports.
  • Manage and coordinate research activities within NORRAG and with project partner teams.
  • Facilitate effective communication and collaboration among team members, partners, and external audiences.
  • Organize and facilitate regular project meetings and communications.
  • Develop and maintain project timelines, ensuring milestones and deadlines are met.
  • Support additional and new partner onboarding with research presentations, contextualized programme descriptions, contracts, or a memorandum of understanding of the development process.
  • Monitor planning to ensure data is received in time and can be processed in time to comply with the overall project objectives.
  • Take the lead in coordinating and collecting NORRAG and funder-mandated Monitoring, Evaluation, and Learning (MEL) data for reporting.
  • Support the project leadership team and the NORRAG Senior Administrator in project financial management.

Research Coordination:
  • Coordinate, consolidate, and manage data from individual innovative financing initiatives within the IFE-2-Leave No One Behind project–  Lending for Education in Africa, Impact Bond Innovation Fund, Quality Education India Development Impact Bond, Haryana Early Literacy Development Impact Bond, Sierra Leone Education Innovation Challenge, and Ghana Education Outcomes Project, and any other initiatives being studied.
  • Support the NORRAG team in ensuring that methodological approaches and analytical lenses are consistent across different research teams.
  • Identify strengths and weaknesses in existing data collection and management systems and propose solutions.
  • Take the lead in data extraction, review, cleaning, validation, and monitoring of the quality and completeness of data for documenting program performance.
  • Liaise with the initiative implementation teams to capture how inputs and reviews provided through project research are incorporated into future implementation.
  • Coordinate with the NORRAG and partner research teams to ensure ethical standards are upheld.
  • Support the research team in clarifying aspects of the financial and legal structure and results of IFE with experts from the private sector partner teams.
  • Provide relevant data points and support the drafting of knowledge products- research papers, articles, presentations, and blogs.
  • Support the review process of key research deliverables.

Reporting and Dissemination:
  • Prepare detailed project reports, including progress updates, operational reports, financial reports, and MEL reports.
  • Develop dissemination strategies to share research findings with stakeholders.
  • Organise workshops, seminars, and conferences to present research outcomes.

Anforderungen

To be successful in this role, you should have:
  • 3 to 5 years of professional experience in project management, monitoring and evaluation, research management, or management consulting.
  • Master’s level degree in international development, education administration, business management, economics, or finance.
  • Ability to identify and propose solutions to management challenges, alongside strong analytical and project management problem-solving skills.
  • Demonstrate a basic understanding of financial instruments (debt/equity) and accounting (profit & loss and balance sheet)
  • Demonstrated analytical and assessment skills in quantitative and qualitative data.
  • Strong interest and willingness to quickly learn new concepts like development finance, social finance, impact investment, global aid architecture, and public-private partnerships.
  • Experience in database management, information analysis, research techniques and methodologies, report writing, and grant writing is a plus.
  • Excellent interpersonal skills with a collaborative attitude towards team members and partners.
  • Strong partnering and stakeholder relationship management skills.
  • Ability to see and leverage the strengths of different team members and partners for the overall success of the project. Strong written and oral communication skills in English (additional languages like Spanish, French, Portuguese, and German a plus).
  • Strong MS Office skills including advanced Excel and PowerPoint skills. Additional software (NVivo, STATA, Monday, etc) skills are a plus.
  • Comfortable working with a wide range of partners including private foundations, academic researchers, and other development stakeholders.
  • Experience in the education field is a plus.
  • Team-oriented, self-managed, flexible working style, able to manage multiple priorities simultaneously.
  • Possessing a superior work ethic; and willingness to work in a demanding environment both proactively and independently.
  • Commitment to equity in partnerships and education.
